Cup Day rate hold, while tracker mortgages unlikely to surface in Australia

31 October, 2016, Sydney, Australia – While Melbourne Cup day has traditionally been viewed as a popular day for the Reserve Bank to shift the cash rate, new research from Australia’s most visited comparison website1,, suggests it’s unlikely to be the case this time around.

The majority (90%) of the 33 experts and economists from the monthly RBA survey are betting on a cash rate hold at 1.5% at tomorrow’s board meeting (Tuesday 1 November, 2016).

A analysis has found the Bank has cut rates on the first Tuesday of November just four times in the past 26 years.

The last two instances were on Melbourne Cup days in 2011 and 2008. However prior to this, it was more than 20 years ago in 1996.

Graham Cooke, Insights Manager at, says that in recent times, Melbourne Cup Day has seen more rate rises than rate falls.

“For many Australians, the first Tuesday of November is synonymous with the race that stops a nation. But for mortgage holders, it’s also a day of worry that the Bank may up the cash rate while the limelight is on the track.”

The RBA has increased rates on four out of the last 10 Melbourne Cup days.

Interestingly, just three economists (Darryl Gobbett of Baillieu Holst Ltd, Janu Chan of St.George Bank and Stephen Koukoulas of Market Economics) are expecting the cash rate to plummet in November this year.

This follows inflation data released last week showing that inflation rose by 1.3% over the 12 months to the September quarter 2016.

Only three economists (12%) who forecasted beyond this month’s decision are expecting a rate cut in December this year. Most experts (69%), however, predict a rate cut in the first half of next year.

Four economists (15%) are now expecting the next rate movement to be in a positive direction, and are tipping an increase to occur next year.

However when asked how low the rate will go before it starts to rise, only a third of the economists who responded (10, 34%) expect the rate to fall no lower than 1.5%.

Over half (14, 58%) believe at least one more cut is in the pipeline, forecasting the rate to bottom-out at either 1.25% or 1.00%.

Following ASIC’s call for Australian banks to introduce tracker mortgages, economists were asked if these products could potentially benefit Australian borrowers.

The vast majority of experts said they didn’t believe tracker mortgages would benefit the consumer, while 35% believe they could be useful.

Mr Cooke says while tracker mortgages are widely available in the UK and Ireland, it’s unlikely that they will have a place in the Australian market.

“Tracker mortgages are a type of variable rate mortgage that follows or ‘tracks’ a base rate, such as the RBA rate, and similar to a variable rate product, borrowers can benefit from lower repayments when interest rates fall.

“As they are tied to a central bank rate, they offer more predictable interest rates to consumers, so if there’s a rate change, borrowers don’t need to wait around to see when and if their lender will pass on a rate discount.

“However, banks may struggle to make a profit on these types of products, so it’s unlikely that they’ll be offered widely within Australia,” he says.

Interestingly, a separate survey by found that 30% of Australians would be interested in a tracker mortgage if they were offered locally.

In recent weeks, Auswide Bank introduced its RBA Rate Tracker Home Loan which is now available to borrowers.

What an ultra low cash rate could mean for the property market

It almost seems too good to be true; a cash rate of 1.5% would have been unheard of twenty or even ten years ago, and today it’s a reality. But what cash rate movements are on the cards for the coming months, how low will it go this cycle, and what implications does this have for the property market and home loan customers?


All 33 experts and economists from the RBA survey accurately predicted the cash rate would hold for October 2016 following the earlier rate cuts in May and August this year. However, many believe that further rate cuts are due later this year. One third of the experts believe the cash rate will dip again before the end of 2016, while 24% are tipping a rate cut in November, and 9% believe the cash rate will take a dive in December this year.


39% of experts believe the cash rate will fall in the first half of 2017, while 15% are tipping a fall later in the new year. Just nine experts are forecasting a rate rise beyond October 2017.


The majority (69%) of experts and economists believe the cash rate won’t fall lower than 1.25% this cycle, while 24% think it will bottom-out at 1% which means that credit could become more affordable for Australian borrowers.


With this in mind, it may be a good time for borrowers to wait before locking in a fixed rate mortgage as it’s likely that they’ll continue to plummet this year (however, you should never base your rate decision on market predictions alone).


Many mortgage customers value the certainty and security of a fixed rate mortgage as it gives them peace of mind of what their repayments will be each month which can help with cashflow and budgeting. Locking in a low, competitive rate means borrowers can minimise their repayments and protect themselves from rising interest rates, however it also means that they won’t benefit from further interest rate falls.

Interestingly, experts and economists were also asked about whether the slow rental market could impact housing prices in Australia, and the implications this may have for property investors. The majority of experts (52%) believe the sluggish rental market could affect housing prices, with many citing lower rental yields as making housing a less attractive option for investors.


Whether you’re an owner-occupier or an investor, and despite low interest rates, we all know that the cost of purchasing and holding a property is exorbitant so now could be an ideal time to shop around to see if you’re getting the best deal.


If you’re in the market for a loan, here are some practical tips to consider before you submit your application.


  1. Know what costs you’re up for. Sure, low interest rates help but the costs of acquiring and holding property are exorbitant. Stamp duty, legal fees, valuation charges, mortgage establishment costs, mortgage insurance, and repairs and maintenance all need to be carefully included in your budget. Jump online and do some research about the costs of purchasing and maintaining a property so you know exactly what you’re up for. You can use online calculators to give you a ballpark figure of specific costs, such as stamp duty.


  1. Clean up your financial act. Whether you’re a first time buyer or a seasoned property buyer, it’s a good idea to clean up your finances before you apply for a loan. You want your finances to be in the best shape possible before you present your application to the lender so you may need to make some adjustments to your financial habits. For instance, you may want to apply for a balance transfer card to repay as much debt as you can within the interest-free period, or you may decide to consolidate your credit card debt with your existing mortgage debt.


  1. Get pre-approval. Getting a pre-approved loan under your belt is one of the best things you can do to ensure that things go smooth sailing. With a pre-approval, a lender has made a commitment to you by giving you a specific amount to borrow which can speed up the application process once you locate the right property.


  1. Go long with your deposit. The loan-to-value (LVR) ratio will be different depending on the lender and the loan type (e.g. whether it’s for investor or owner-occupier purposes). However, most lenders require a deposit of at least 20% of the purchase price if you don’t want to pay mortgage insurance so this is what you should aim for. Work on a steady and realistic savings goal so you can muster up the funds for the required deposit.
  2. See if you’re eligible for any grants or discounts. The majority of the state and territory governments provide a grant and stamp duty concessions for first home buyers if you’re purchasing a new property so go online and see what you could be eligible for. A grant of $10,000 – $15,000 could be a huge help with your deposit or other purchasing costs.


  1. Compare products side-by-side. When you compare loans online, carefully weigh up the fees, features, benefits, and drawbacks of each product and compare them side-by-side so that you make an informed decision. Looking at the comparison rate for each product is a good idea as this normally reflects the true cost of the loan.


A low cash rate means that borrowers can access finance at a cheaper rate, so if the cash rate continues to fall this year, then variable home loan customers will benefit from lower repayments and fixed rate customers will have the opportunity to lock in a good rate. For those that are yet to purchase property, it’s important to do your research and do all you can to up your chance of being approved.
